A tenant onboarded without sample data has no domains, and nothing is trusted until an operator opts in. With sample data, onboarding seeds one issuer domain for the tenant's own issuer and attaches it for CREDENTIAL_ISSUER_TRUST. The consumers list shows which verifiers, queries, issuers and templates attach a domain; check it before disabling or deleting one.
