Create or import the issuer design

Step 2 of 4 in Design the issuer.

Creating registers identity: an alias for operators and automation, displays (per locale a displayName, description and optional logo asset reference), and bindings, a list of at least one binding that names the issuer by issuerDid, issuerId and/or issuerUri. hostingMode defaults to LOCAL, meaning this record is the authoritative content.
