Create an offer from a template. overrides are applied over the template's offer_defaults at the top level: each key replaces the template's value outright, so an overriding grants object must be complete. issuer_id cannot be overridden. deferral falls through field by field. The normal offer creation path runs, so the response has the same shape as a direct offer.

A template can carry its own authorization-server override, which takes precedence over the credential-configuration override and the issuer default.
