Create and track an offer
Step 2 of 4 in Issue credentials.
Create the offer with credential_configuration_ids taken from the published metadata and, where the
issuer cannot be resolved from context, issuer_id. When no grant is given a pre-authorized code grant
is used; add tx_code to require a PIN delivered out of band, or request an authorization-code grant.
Keep correlation_id and offer_uri, and keep status_uri when returned. Hand offer_uri (or its QR
code) to the wallet. Use correlation_id for the backend status read.
Only a status of credential_issued means issuance completed.
Supply your own correlation_id on create. If a create times out, read the offer status with that id
before retrying, since each successful create opens a session.
