For the verifier deciding issuer trust, read GET /api/trust-domain/v1/attachments/OID4VP_VERIFIER/{verifierId}/CREDENTIAL_ISSUER_TRUST, and the tenant level with consumer kind TENANT. A tenant onboarded without sample data has no tenant attachment, so every usage admits nothing until an operator writes one. Sample-data onboarding writes the tenant and verifier CREDENTIAL_ISSUER_TRUST attachments and the verifier grant at version 1.
